A few tings with with the blinds...1. Light does filter. The manufacturer takes our 3/8 of the measurement you give for inside mount. I would suggest you add the 3/8 if you want the least amount of light filtered in as possible. 2. Because of the material, the blinds don’t pull all the way to the bottom. I would suggest you add an extra inch to the bottom measurement so that you don’t have to flight to make the blinds stay flushed at the bottom of the window seal.
